Understanding the specific relationships between ecological and socioeconomic conditions and marine tenure is likely to contribute to successful functioning of self-governance institutions for common-pool resources. Complex interrelationships of factors influencing fishing activities of coastal communities and implementation of customary marine tenure over their waters can be represented in a Bayesian belief network model. We developed a Bayesian belief network model that includes the links between factors for fishing communities in the Kei Islands in Indonesia, based on indepth local surveys. Our results showed that the cumulative impacts of multiple factors on key social, economic, and environmental outcomes can be much larger than the impact from a...

A sampling strategy and methodology for assessment and monitoring of Mediterranean small-scale fisheries ArchiMer
Farrugio, Henri; Le Corre, Gildas.
In order to reach a quantitative assessment of the Mediterranean small-scale fisheries one of the main problems is to evaluate in space and time the elementary fishing efforts and yields of every component and their corresponding variations. These elements are essential for the evaluation of global production and fishing effort, the monitoring of which is of paramount interest for the study of the fisheries and exploited resource dynamics. This paper presents a methodology based on the statistical principles of so-called "stratified random sampling" which we have developed in an attempt to solve this problem. The collection of data is achieved in the field by a team of investigators which operates within a space-time stratification of the study area. The...

An Empirical Analysis of the Social and Ecological Outcomes of State Subsidies for Small-Scale Fisheries: A Case Study from Chile Ecology and Society
Cundill, Georgina; Centro de Estudios Avanzados en Zonas Aridas (CEAZA); georgina.cundill@gmail.com; Tapia, Carlos; Universidad de La Serena; ctjopia@yahoo.es.
Small-scale fisheries, which are often associated with low levels of income and poor infrastructure, receive substantial funding from governmental institutions worldwide. Very few empirical studies have explored the outcomes of these investments for people and ecosystems. This paper presents the findings of a study aimed at assessing the social and ecological outcomes of government subsidies for small-scale fisheries through an analysis of 32 fishing villages, referred to as caletas, in Chile over a 12-year period. Findings suggest that the funding appears to be higher for those caletas with the highest value landings and is unrelated to socioeconomic need or poverty; that caletas in rural areas receive less investment than their urban counterparts; that...

Biological and Ecological Mechanisms Supporting Marine Self-Governance: the Seri Callo de Hacha Fishery in Mexico Ecology and Society
Basurto, Xavier; Indiana University; Duke University; Comunidad y Biodiversidad AC; xbasurto@indiana.edu.
My goal was to describe how biological and ecological factors give shape to fishing practices that can contribute to the successful self-governance of a small-scale fishing system in the Gulf of California, Mexico. The analysis was based on a comparison of the main ecological and biological indicators that fishers claim to use to govern their day-to-day decision making about fishing and data collected in situ. I found that certain indicators allow fishers to learn about differences and characteristics of the resource system and its units. Fishers use such information to guide their day-to-day fishing decisions. More importantly, these decisions appear unable to shape the reproductive viability of the fishery because no indicators were correlated to the...

Ecologically sustainable but unjust? Negotiating equity and authority in common-pool marine resource management Ecology and Society
Klain, Sarah C; University of British Columbia; s.klain.ubc@gmail.com; Beveridge, Rachelle; University of Victoria; rachelle.beveridge@gmail.com; Bennett, Nathan J; Univeristy of British Columbia; Visiting Research Fellow at University of Victoria; nathan.bennett@ubc.ca.
Under appropriate conditions, community-based fisheries management can support sound resource stewardship, with positive social and environmental outcomes. Evaluating indigenous peoples’ involvement in commercial sea cucumber and geoduck fisheries on the central coast of British Columbia, Canada, we found that the current social-ecological system configuration is relatively ecologically sustainable according to stock assessments. However, the current system also results in perceived inequities in decision-making processes, harvesting allocations, and socioeconomic benefits. As a result, local coastal resource managers envision a transformation of sea cucumber and geoduck fisheries governance and management institutions. We assessed the potential...

Effect of environmental conditions on the seasonal and inter-annual variability of small pelagic fish abundance off North-West Africa: The case of both Senegalese sardinella ArchiMer
Thiaw, Modou; Auger, Pierre-amael; Ngom, Fambaye; Brochier, Timothee; Faye, Saliou; Diankha, Ousmane; Brehmer, Patrice.
The objective of this study was to assess the effect of environmental variations on the abundance of Sardinella aurita and Sardinella maderensis in Senegalese waters in the upwelling system. Monthly data indicating the abundance of sardinella were first estimated from commercial statistics, using Generalized Linear Model from 1966 to 2011. Abundance indices (AIs) were then compared with environmental indices, at the local scale, a Coastal Upwelling Index (CUI) and a coastal Sea Surface Temperature (SST) index, and on a large scale, the North Atlantic Oscillation (NAO), the Atlantic Multidecadal Oscillation (AMO) and the Multivariate El Nino Southern Oscillation Index (MEI), using correlations and times series analyses. The results showed that the abundance...

Fishermen's local ecological knowledge on Southeastern Brazilian coastal fishes: contributions to research, conservation, and management Neotropical Ichthyology
Silvano,Renato A. M.; Begossi,Alpina.
We analyzed fishermen's local ecological knowledge (LEK) about the feeding habits, trophic interactions, habitats, fishing grounds, migration, and reproduction of nine coastal fishes in Búzios Island, southeastern Brazilian coast. We interviewed 39 fishermen using standardized questionnaires. Fishermen's LEK on habitat use and trophic interactions for the studied fishes agreed with the scientific literature, allowing the organization of reef and pelagic food webs. The interviewed fishermen mentioned that submerged rock formations would be important habitats for some large commercial fishes, such as Seriola spp., Caranx latus and Epinephelus marginatus. In some instances there was no scientific data to be compared with fishermen's LEK, and thus this kind of...

Fishers’ opinions on marketization of property rights and the quota system in France ArchiMer
Frangoudes, Katia; Bellanger, Manuel.
After many years of Common Fisheries Policies in the European Union, 88% of stocks are still being fished beyond their Maximum Sustainable Yield. While several Member States and the European Commission are moving toward Individual Transferable Quotas as a solution, France has declared its opposition to such marketization of fishing access rights and a national law has classified fisheries resources as a collective heritage. This paper discusses the evolution of the French system, principally its distribution of access rights by the Producer Organizations instead of the market. However, the Producer Organizations, which are more linked to the industrial fleet organizations, have not always modified their sharing formulae to include small-scale fisheries,...

Fishing strategies, economic performance and management of moored fishing aggregating devices in Guadeloupe ArchiMer
Guyader, Olivier; Bellanger, Manuel; Reynal, Lionel; Demaneche, Sebastien; Berthou, Patrick.
Moored FADs (MFADs) have been a key area for development in Guadeloupe (Lesser Antilles) since the late 1980's. The main objectives underpinning the development of MFADs were to (i) reduce fishing pressure on coastal fishing resources; (ii) boost fishermen's incomes; and (iii) increase local consumption of locally generated fishery products as a proportion of overall consumption. This paper gives an overview of the current structure of Guadeloupe's fishing fleet and fisheries, with a specific focus on MFAD fleets in a relatively unstructured environment with regard to regulation, and so how these fleets operate in a context of unrestricted development of private MFADs. In addressing the following key issues, this paper aims to: assess the economic...

From fleet census to sampling schemes: an original collection of data on fishing activity for the assessment of the French fisheries ArchiMer
Berthou, Patrick; Guyader, Olivier; Leblond, Emilie; Demaneche, Sebastien; Daures, Fabienne; Merrien, Claude; Lespagnol, Patrick.
The development on the ecosystem-based approach to fisheries implies to improve integrated analysis of fisheries by considering the biological as well as the socio-economic dimensions of the exploitation and thus, an improvement in the knowledge of fleets structure, evolution and activity. Since 2000, Ifremer has been implemented a Fisheries Information System (FIS), a multidisciplinary monitoring network allowing an integrated and comprehensive view of fishery systems including biological, technical, environmental and economical components. The FIS covers all the French fisheries, including the so-often neglected small-scale fisheries. One of the originalities of the FIS lies in the fleet monitoring procedure: a comprehensive collection of annual...

Length-based estimates of growth parameters and mortality rates of fish populations from a coastal zone in the Southeastern Brazil Rev. Bras. Zool.
Costa,Marcus Rodrigues da; Tubino,Rafael de Almeida; Monteiro-Neto,Cassiano.
ABSTRACT Small-scale fisheries in Brazil contribute to a significant share of total fish production, accessing a large variety of species. Life history parameters from these resources are important for their management and conservation, based on primary data. The objective of this article is to generate growth parameters and mortality rates of ten fish populations from a coastal zone in Southeastern Brazil. Monthly samples were taken between January 2011 and November 2014 from landings of the beach-seine fishery in an area adjacent to the entrance of the Guanabara Bay. All fishes were measured (total length) and weighed. The length-weight relationships (LWR) were estimated by linear regression analysis on log-transformed data of the equation: W = aL b ....

Re-assessing the French small-scale coastal fisheries: from fleet activity to economic performance ArchiMer
Daures, Fabienne; Van Iseghem, Sylvie; Demaneche, Sebastien; Leblond, Emilie; Brigaudeau, Cecile; Guyader, Olivier; Berthou, Patrick.
While the majority of small-scale coastal fisheries are found in developing nations, a considerable number exist in developed nations as well. Indeed, small-scale fisheries are strongly represented in all European Union (EU) Member States, 81% and 87% of the EU 25 whole fleet is composed of vessels less than 12 and 15 meters long respectively. In 2000, European regulation established a fisheries data collection framework including economic information requirements in order to provide the scientific basis for the implementation of the Common Fisheries Policy. This paper presents the methodology designed to collect the relevant economic data and characterize the status of the French fleets from an economic perspective. Based on stratified sampling plan...

Small scale fisheries in Europe: A comparative analysis based on a selection of case studies ArchiMer
Guyader, Olivier; Berthou, Patrick; Koutsikopoulos, C; Alban, Frederique; Demaneche, Sebastien; Gaspar, M.b.; Eschbaum, R; Fahy, E; Tully, O; Reynal, Lionel; Curtil, Olivier; Frangoudes, Katia; Maynou, Francesc.
Small-scale fisheries have traditionally received less research effort than large-scale fisheries and are generally under-studied in Europe. In spite of their comparatively low volume of catches and economic importance, small-scale fisheries are socially important and an integral part of the European coastal zone. Considering the high heterogeneity of situations and the paucity of quantitative data, we used an analytical methodology based on the comparative method. We carried out an analysis of small-scale fisheries (SSFs) in Europe based on a selection of nine case studies. Our objective was to obtain a comprehensive description of small-scale fleets covering different areas/fisheries/species, encompassing the diversity and specific conditions under which...

Social benefits of restoring historical ecosystems and fisheries: alewives in Maine Ecology and Society
McClenachan, Loren; Colby College; loren.mcclenachan@gmail.com; Lovell, Samantha; Colby College; sclovell@colby.edu; Keaveney, Caroline; Colby College; cekeaven@colby.edu.
Restoration of coastal ecosystems provides opportunities to simultaneously restore historical fisheries and ancillary ecosystem and social benefits that were historically derived from functioning ecosystems. In Maine, dam removal and other ecosystem restoration efforts have positively impacted anadromous fish, with local populations of alewives (Alosa pseudoharengus) rapidly recovering to near historical population abundances in some locations. This research investigates the social benefits conferred by the restoration of habitat connectivity, fish populations, and local small-scale fisheries. Using municipal fisheries data and interviews with stakeholders in coastal Maine, it describes a suite of both direct and indirect benefits: a reversal of the...

Strategies of the small-scale fisheries on the Central Amazon floodplain Acta Amazonica
FREITAS,Carlos Edwar de Carvalho; BATISTA,Vandick da Silva; INHAMUNS,Antonio José.
A multivariate approach was applied to data of small-scale fisheries developed in Central Amazon, using information about catch composition, environment, fishing gear and season of the hydrological cycle. The correspondence analysis demonstrated to be a good tool for the analysis related multispecies fisheries. The analysis identified patterns of use of fisheries resources by the riverine communities, showing the correlation between the environmental factors and the fishing strategy for the capture of target fish species, indicating the high level of empiric knowledge about the environment and fisheries.

Strengthening threatened communities through adaptation: insights from coastal Mozambique Ecology and Society
Blythe, Jessica L.; University of Victoria; jessica.blythe@jcu.edu.au; Murray, Grant; Vancouver Island University; grant.murray@viu.ca; Flaherty, Mark; University of Victoria; flaherty@office.geog.uvic.ca.
Change is a defining characteristic of coastal social-ecological systems, yet the magnitude and speed of contemporary change is challenging the adaptive capacity of even the most robust coastal communities. In the context of multiple drivers of change, it has become increasingly important to identify how threatened communities adapt to livelihood stressors. We investigate how adaptation is negotiated in two coastal fishing communities by documenting livelihood stressors, household assets, adaptive strategies, and factors that facilitate or inhibit adaptation. Declining catch is the most common stressor being experienced in both communities, however, socioeconomic, e.g., disease or theft, and ecological, e.g., severe storms and drought, changes are also...

The Chilika Lagoon Social-Ecological System: An Historical Analysis Ecology and Society
Nayak, Prateep K.; Faculty of Environment, University of Waterloo ; pnayak@uwaterloo.ca.
Innovations in social-ecological research require novel approaches to conceive change in human-environment systems. The study of history constitutes an important element of this process. First, using the Chilika Lagoon small-scale fisheries in India, as a case, in this paper I reflect on the appropriateness of a social-ecological perspective for understanding economic history. Second, I examine here how changes in various components of the lagoon’s social-ecological system influenced and shaped economic history and the political processes surrounding it. I then discuss the two-way linkages between economic history and social-ecological processes to highlight that the components of a social-ecological system, including the economic aspects, follow...

The dynamics of institutional innovation: Crafting co-management in small-scale fisheries through action research ArchiMer
Léopold, Marc; Thébaud, Olivier; Charles, Anthony.
This paper investigates the dynamics of institutional development and co-management performance in small-scale fisheries. The study covers different contexts and spatial and temporal scales, for nine case studies in the South Pacific. In these cases, new co-management institutions were intentionally set up from 2008 to 2016 through fishery policy intervention to address over-exploitation problems of sea cucumber resources. This was carried out in a process of adaptive experimentation, based on a collaborative and problem-solving approach to governance, and a context-based vision of sustainability issues. In order to quantitatively and empirically assess change in governance within and between cases, a multidimensional analytical framework of governance...

The Implementation of the Landing Obligation in Small-Scale Fisheries of Southern European Union Countries ArchiMer

In the European Union, discards represent a major source of undocumented mortality, contributing to the overfishing of European fish stocks. However, little attention has been given by the scientific community to discards in the European Union’s small-scale fisheries (SSF). This is mainly due to the fact that discards are mostly generated by industrial fisheries, while SSFs were generally thought to have lower discard rates than industrial fisheries. A Landing Obligation (LO) is being introduced in European waters with the reform of the Common Fisheries Policy (CFP) (Article 15, EU regulation 1380/2013) to limit/reduce discarding. However, management recommendations are required to support its implementation. The reality and challenges to enforce the LO in...
